Beginning the opening of classes on June 6, universal pre-school education to all five-year old children by June to October is going to be implemented as stated in D.O. No. 37, s. 2011...
It is in response to meeting the 2015 Millennium Development Goals (MDG’s) for Education no. 2 which gives emphasis to the achievement of a universal primary education, as well as Education for All (EFA) objectives.
Achieving the universal pre-school education otherwise known as kindergarten will prepare physically, socially, emotionally and mentally all the five-year old children for formal schooling; hence, increasing the children’s chance of surviving and completing formal schooling, reducing drop-out incidence, and ensuring better school performance.
It was learned that around a million drop-out of school before reaching grade three and most of them don’t have the opportunity or did not underwent kindergarten or any sound pre-school or early childhood education.
The Department of Education (DepEd) in collaboration with the Department of Social Welfare and Development (DSWD) and the Department of Health (DOH) issues the policies and guidelines in the implementation of the universal Kindergarten Education.
To ensure the effective implementation of the program, it will be of two types: Kindergarten Regular Program (KRP) and Kindergarten Volunteer Program (KVP). KRP shall be handled by permanent teachers who will handle two classes a day with a minimum of 25- 30 pupils per class while the KVP shall be handled by a registered volunteer in the school or division and has met the minimum educational requirements.
A volunteer shall be allowed to handle only one class of at least 11- 30 pupils and shall be paid a monthly allowance of Php3,000. In cases where enrolment is less than ten (10), as in multi-grade schools, the volunteer who handles the class shall be paid a monthly allowance of Php1,500.
Day Care workers who met the qualification requirements can volunteer their services after their classes for the 3 to 4 years old children. They shall be paid a monthly allowance of Php3,000 for handling 11 to 30 pupils or Php1,500 for handling less than 10 pupils.
Schools with no classrooms shall utilize any available classrooms such as the library, science laboratory, home economics building, resource center and other available spaces.
In cases where classrooms are not available within the school premises, the school heads are urged to link with the Local Government Units (LGU’s) for the use of existing day care centers or barangay halls.

Wala nang makapipigil pa sa universaliation ng pre-school. Totoong maraming problemang kaakibat ito lalo pero ito ay ginagawan ng paraan ng DepEd at kung sakali mang hindi makaabot sa ilang o marami pa ring pamayanan ang ayuda, dito na papasok ang liderato ng paaralan sa pangunguna ng punong-guro at ng lahat ng mga stakeholders.
Sa totoo lang, wala talagang assurance at totoong maaaring mangyari na maunahan sa ranking ng isang bagong volunteer ang isang matagal ng pre-school teacher sa mga kadahilanang maaaring matunghayan sa hiring guidelines maliban sa sinasabi mong palakasan system.
Wala ring akong alam na legal na basehan upang maging priority sa ranking ang matatagal ng prep-teacher sapagkat may puntos namang nakalaan sa bawat taon na ibinibigay base sa ranking guidelines na mababasa natin sa Hiring Guidelines of Teachers at karagdagan dito ang kuwalipikasyong na dapat ay Early Childhood Education ang area of concentration ng isang aplikante bilang permanent kinder teacher o at least ay may sapat na training ukol dito.

Impression lang siguro ninyo ang palakasan system kase paano mangyayari iyon ay may district ranking comittee sa bawat districts na syang nag-rarank?
Imposible namang lahat ng nasa ranking comittee ay may patong. Dito kase sa aming dibisyon at sa mga distritong pinanggalingan ko na (actually padalawa pa lamang) ay wala namang palakasan. Fair ang laban.

hi! i would like to ask about the case of my daughter who had preschool education from a private school.she was not accepted to enroll for grade1 just because she is five yrsold..she passed the entrance test,can read in english anf filipino,and can add and subtract numbers.she can even speak English with minimal grammatical errors with correct pronunciation.the school reiterated that their refusal is due to this policy.if the aim of this deped memo is for readiness and competitiveness,i think my child can cope up easily.is there really a provision stipulatory to the age of a grade 1 pupils to be admitted? please,sir/mam..i need to be enlightened..
Your child who is just five-year old will not really be accepted in grade one because DepEd is clear about it through DepEd Order No. 41, s. 2011 which states that grade one pupils should be six years old by June and not later than October 2011.
Those who will be six years old by October will be admitted if they pass the School Readiness Assessment.
If your child is younger than the age given above, sad to say that she needs to wait for the next school year.
Or you may opt to have her undergone tests to know if she is a gifted child.
Kinder summer program has insufficient fund until now the teachers are waiting for their salary because the fund given to all division are not enough for the salaries of teachers, because the reason of deped they did not expect the big enrolment of ksp so what they did they, is they remove all the 6 year old without informing all divisions how may classes were dissolve,the clarificatory guidelines was released too late, and the poor kinder teachers had their mapping and campaign to the community so that all children without early childhood experience will be in summer program, so 6 year old must be enrolled and be prioritize; then they just release a saro with very small fund so all divisions are requesting for the additional fund for the honorarium of ksp teachers, the big question is,when will they grant the additional fund request and this universalization of kindergarten all teachers are hoping that Deped first priority in the budget is the kinder program so that all teachers handling kinder will receive their salary on time and they are hoping that it will be in the monthly or quarterly basis.Please make a necessary action on this.....

Una sa lahat, makatutulong sa iyong pagpapasya ang tanungin mo ang iyong sarili kung ano ba talaga ang nais mong masaliksik. Makatutulong din ang magbasa ng mga theses sa inyong silid-aklatan na maaaring magbigay ng 'idea' sa iyo.
Samantala, kung taong makatutulong sa iyo ang iyong hanap, ang alam ko eh kapag naka-enroll ka na ng thesis writing sa inyong paaralan ay may ibinibigay silang adviser. Adviser dapat ang tutulong sa iyo.

Ilan po bang klase ang handle nyo. Kung dalawa po meaning isa sa umaga at isa sa hapon, talaga pong dapat ay may dagdag kayo. Pero kung isa lang po, pero maliban may ibinibigay ang inyong local government, wala po talagang aasahang karagdagan.
